Pokémon Scarlet and Violet developer Game Freak revealed early concept art from the latest mainline entries at a CEDEC Awards panel in Japan, showing the team’s initial visual approach.
According to Serebii’s Joe Merrick, Game Freak had conceived of “real and deformed”; the background and environment would be more realistic than in Sword and Shield, while the Pokémon and human characters would be more stylized.
Their concept for SV was for it to be Real and Deform where backgrounds etc. are more realistic than before while Pokémon and humans aren't completely realistic.
There's also a lot of talk about how they did various other effects. Will try to get a professional translation done

It’s a fascinating look at what the team was working on for Scarlet and Violet, and it’s very pretty. The Game Watch source doesn’t explain the concept, and we’re limited by the translation tools, but Game Freak likely used the “real and deformed” approach in the final product.
Though the execution is debatable, the environment is supposed to look more realistic than the characters. Trees and buildings are realistic, but character models are ‘cartoonish’. The final game has more grassy areas than previous games.
However, the image shown is early concept art and does not reflect Game Freak’s final approach to game production. Scarlet and Violet’s visuals have been heavily criticized since their release, but like all concept art, it’s important not to see it as “what could have been”.
If you can handle the auto-translate tool, the original article covers many interesting topics, including how Terrastalised Pokémon were created and how visual effects were created.
